Dursun Tekiner was born in Bafra in 1960. After he completed his high school education in Samsun, he graduated from Istanbul Technical University (ITU), Department of Civil Engineering in 1982. He obtained his master degree in Hydraulics Department of ITU in 1984.

After he has completed his military service in 1985, he worked as a project engineer at Dogus Construction and Trade Inc. (1985-1992) and as a senior project engineer at Teknik Engineering Consultancy Inc. (1992-1997).

He founded PETEK PROJE in 1997. Now, he holds president of the board position and he is in charge of tasks in engineering and consultancy disciplines at PETEK PROJE Engineering Consultancy Inc.
